    Phase 2: Data Collection

    Task 2.1 Existing Plans and Policies Review

    Kimley-Horn will review relevant policies and planning documents to support the Plan’s development and document relevant plans and policies associated with each in a matrix. These are anticipated to consist of the following:

    VDOT’s Potential for Safety Improvement (PSI) Intersection and Segment Rankings

    VDOT’s Pedestrian and Bike Safety Action Plan

    VDOT’s Strategic Highway Safety Plan (SHSP)

    VDOT’s Six-Year Improvement Plan (SYIP)

    Cambria Trail Study

    Town of Christiansburg Comprehensive Plan

    Current Town codes and design guidelines/standards

    Other recent studies with identified countermeasures and/or proposed improvements

    Task 2.2 Preliminary Crash Data Analysis

    Kimley-Horn will collect up to five (5) years of recent crash data from VDOT’s online crash database. This task does not include obtaining and/or reviewing individual crash reports. Kimley-Horn will analyzethe crash data obtained to preliminarily identify up to ten (10) emphasis areas for further study. Emphasis areas are intended to be consistent with those emphasis areas established within VDOT’s 2022-2026 Strategic Highway Safety Plan (SHSP) but may deviate where necessary to address safety trends and needs specific to the Town. Kimley-Horn will work with the Town and Steering Committee to select the emphasis areas for further analysis in Task 3.2.

    Task 2.3 Plan Objectives and Target Goal Setting

    Kimley-Horn will work with Town staff to develop Plan objectives and a commitment to reach an eventual goal of zero roadway fatalities and serious injuries. Consistent with the requirements of the SS4A program, the commitment to zero will include a target to significantly reduce fatalities and serious injuries by a specific date.

    Task 2.4 Steering Committee Meeting #1

    Consistent with SS4A requirements, a Steering Committee will be formed to serve as an advisory committee throughout the duration of the project and will be tasked with carrying out the Plan through implementation. Steering Committee members will be determined in collaboration with Town staff and may include representatives from the Town departments, public organizations, businesses, and more.

    Kimley-Horn will prepare for and facilitate a virtual Steering Committee kickoff meeting with up to three (3) Kimley-Horn team members. The purpose of this meeting will be to introduce the Plan and the role of the Steering Committee as well as to discuss existing challenges and concerns regarding safety in Christiansburg.

    Task 2.5 Community Survey

    Kimley-Horn will prepare the content for a community survey to collect local insight into existing safety challenges and concerns in Christiansburg. The Town will be responsible for publishing the community survey and gathering input. Kimley-Horn will work with the Town to obtain survey responses and summarize the input received.

    Phase 3: Analysis

    Task 3.1 Comprehensive Safety Analysis

    Kimley-Horn will use the data obtained as part of Task 2.2 to comprehensively assess contributing factors, trends, and outliers of crashes that occurred within the Town of Christiansburg over the previous five (5) years. This data will be used to inform recommendations and countermeasures in Task 4.1. Page 4

    Task 3.2 Emphasis Area Safety Analysis

    Kimley-Horn will conduct additional safety analysis to identify contributing factors and trends for up to five (5) emphasis areas selected for the safety action plan based on Town and Steering Committee input from Task 2.4. Kimley-Horn will develop a heat map and data summary for each emphasis area to show trends and findings. Kimley‑Horn will not obtain or review crash reports as part of this task.

    Task 3.3 High Injury Network

    Kimley-Horn will develop a high-injury network (HIN) to identify roadway segments with the highest number of severe crashes. Kimley-Horn will coordinate with the Steering Committee to determine the appropriate criteria to define the HIN. Kimley-Horn will compile network screening datasets published by VDOT—potential for safety improvement (PSI) intersections and segments and pedestrian safety action plan (PSAP) priority corridors—and compare segments identified in the network screening datasets against the HIN. Kimley-Horn will compile a final list and map of the Town’s HIN as part of the report in Task 5.1.

    Task 3.4 Field Review

    Kimley-Horn will conduct an on-site safety assessment within the Town to review high-crash locations and observe driver behavior. Up to two (2) Kimley-Horn staff will attend the on-site safety assessment with the option for Town of Christiansburg staff to join. Kimley-Horn assumes that the site visit will last up to ten (10) hours. Kimley-Horn will coordinate with the Town in advance of the on-site safety assessment to discuss the schedule and locations of interest.

    Task 3.5 Target Goal Presentation and Resolution

    Kimley-Horn will prepare one (1) presentation to summarize the Plan’s target goal for presentation to the Town Council. The purpose of the presentation is to introduce the Plan and summarize the target goal in support of adoption. It is anticipated that the timeline for this presentation will coincide with the field review in Task 3.4. Kimley-Horn also will help the Town prepare language for a resolution in support of the target goal adoption.

    Task 3.6 Steering Committee Meeting #2

    Kimley-Horn will prepare for and facilitate a second virtual Steering Committee meeting with up to three (3) Kimley-Horn team members. The purpose of this meeting will be to summarize the analyses and findings in Tasks 3.1 through 3.4.

    Phase 4: Countermeasures and Prioritization

    PHASE 4: COUNTERMEASURES AND PRIORITIZATION

    Task 4.1 Countermeasure, Policy, and Initiative Development

    Kimley-Horn will utilize the findings of Tasks 3.1 through 3.4 as well as community and Steering Committee input to identify countermeasures for each emphasis area. It is anticipated that countermeasures may consist of infrastructure projects, policies, strategies, or initiatives relating to the four “E”s of safety (Engineering, Education, Enforcement, and Emergency Response). Countermeasures may be location-specific and/or systemic (i.e., applying to several locations throughout the Town). For select countermeasures, Kimley-Horn will develop conceptual plans or location maps to be incorporated into the report in Task 5.1.

    Task 4.2 Prioritization and Funding Strategy

    Kimley-Horn will develop an evaluation matrix to evaluate and prioritize countermeasures from Task 4.1 based on plan objectives, safety benefits, and planning-level costs. As part of this task, Kimley-Horn will also identify potential funding sources for each countermeasure.

    Kimley-Horn will prepare for and facilitate a third virtual Steering Committee meeting with up to three (3) Kimley-Horn team members. The purpose of this meeting will be to summarize the countermeasures, policies, and initiatives recommended in Tasks 4.1 and discuss the prioritization outcomes of Task 4.2. Kimley-Horn will prepare a presentation for this meeting.

    Phase 5: Documentation

    Task 5.1 Plan Report

    It is understood that the Town will be responsible for preparing the final plan report. Kimley-Horn will support the development of the final Plan report by providing maps, tables, and charts summarizing the analyses as well as text detailing the Plan’s approach and methodology for inclusion in the report developed by the Town. As part of this task, Kimley-Horn will conduct up to two (2) reviews of the Plan report prepared by the Town.

    Task 5.2 Progress Dashboard

    Kimley-Horn will prepare a PowerBI dashboard summarizing the plan data as well as to serve as a platform to track future progress toward the target goal established in Task 2.3. The dashboard will include up to three (3) tabs and will be provided to the Town upon completion for their internal use, with an option to embed on the project website.

    Task 5.3 Post-Award Reporting

    Consistent with SS4A program procedures, Kimley-Horn will complete the post-award reporting survey provided by USDOT to document the plan process, lessons learned, and strategies utilized in the plan as requested by USDOT.
